State Rep Dave Robertson Discusses Education Senior Care Combatting Opioid Dependency In

first_imgBOSTON, MA — Below is a press release from State Representative Dave Robertson’s office:Ending late Thursday evening, Representative David Robertson and the House of Representatives passed the House version of the 2020 budget in a critical step setting out the course of state investments over the next fiscal year. Focusing especially on education, senior care, environmental programs and the opioid epidemic, the $42 billion dollar budget also boosted local aid in order to reduce local property taxes and provide municipalities with revenue needed for local services and operations.“I am proud of this budget. The House, under Speaker Robert DeLeo and Chairman Michelwitz, worked with other Chairmen and Representatives to create a community-facing budget.” Said Representative Robertson from the floor. “We sought to help towns like Tewksbury and Wilmington by increasing educational aid, unrestricted general aid the towns may use at their discretion, and other support. This will help strong community services while maintaining livability within our homes.”A highlight of the education portion of the budget was the increase of state aide to school districts by $30 per student, which reflects a recommendation by the Foundation Budget Review Commission. Convened in 2015, the commission studied state aid to schools and advised recommendations to support educational services as their mission adapts and changes. The total increase, topping out at $218 million dollars, is given to each town to ease the demand on property taxes and support schools locally. In addition to general aid the Special Education Circuit Breaker, which reimburses schools for extra-support for students requiring additional assistance received a nine million dollar increase.In the Health and Human Services portion of the House’s budget, our senior populations should be happy to know that many programs that they rely on benefitted greatly. With nursing home costs rising, and their necessary services needed by more and more of Massachusetts’ aging population, the FY2020 budget sought to address this growing problem through an increase in supplemental funding for nursing homes across the Commonwealth and an emergency task force aimed at helping to bring stability to the industry to mitigate or end the ever-increasing costs of the industry. In addition to these nursing home changes, funding increases to municipal Councils on Aging across the state should be able to reach out to and positively affect more seniors in their communities.In addition to addressing funding changes in education, and senior care programs, the FY2020 budget continues the Legislature’s hard push to fighting opioid addiction. This public health crisis has touched nearly every household across the Commonwealth through one form or another. Last year Massachusetts ranked among the top ten states with drug overdose deaths involving opioids, with over 2,000 people succumbing to an opioid overdose in Massachusetts, and with a disproportionate (population wise) percent of those deaths occurring in Middlesex County. In addition to funding to substance abuse and recovery services to help those in need, the House budget gives all EMS and ambulance companies access to bulk-purchase naloxone, making it more available for use in the field, especially in communities whose emergency services have had difficulties being fully funded.“Families throughout the Commonwealth, including Tewksbury and Wilmington have been hit hard by the opioid epidemic, and I hope the funding in our state budget will provide us with a framework to continue to build an appropriate response to this overwhelming issue, and to stop the tragedies and help save lives,” said Robertson. “But, this critical funding in the House is just that, a starting point for us as a community to continue to build from in our fight.”Local earmarks for Tewksbury and Wilmington included direct subsidization for lot improvements at Livingston Street fields and a new ambulance in Tewksbury, as well as renovations to be made to the Buzzell Senior Center in Wilmington. Diabetes cases reach 422 million as poorer countries see steep rises

first_imgThere are four times more people living with diabetes today than there was in 1980. On the eve of World Health Day, which focuses this year on how to beat diabetes, the World Health Organization (WHO) says the number of patients with the condition has reached an all-time high of 422 million compared to 108 million in 1980.In its Global Report On Diabetes, the WHO also emphasises that priority should be put on prevention and research for treatments. Diabetes directly caused 1.5 million deaths in 2012, and led to 2.2 million further related deaths mainly due to a raised cardiovascular risk. However, the reports authors say many of these deaths could have been avoided by promoting healthier habits and improving care and treatments of the disease. Promoting healthy lifestylesThe report points out that the diabetes epidemic is fuelled by unhealthy lifestyles, and by rising obesity. It is indeed a risk factor for type 2 diabetes. In 2014, over a third of adults worldwide were overweight and more than 1 in 10 were obese.The WHO advocates population-based prevention strategies. For example, smoking is a risk factor for diabetes and the report highlights that it can be reduced by a combination of legislative, regulatory, fiscal and educational measures. These include graphic warnings on cigarette packs, bans on advertising and increased tobacco taxes. More importantly, the organisation says that healthy eating and exercising should be even more promoted than it already is. An adequate diet includes replacing saturated fatty acids with polyunsaturated fatty acids and eating enough dietary fibre (present in lentils, beans, peas and other fruits and vegetables). The WHO has published a complete set of guidelines that can be checked on its website. If we are to make any headway in halting the rise in diabetes, we need to rethink our daily lives: to eat healthily, be physically active and avoid excessive weight gain, Dr Margaret Chan, WHO director-general, said in a statement.Increasing access to different medicinesThe Sustainable Development Goals, signed in 2015, introduced the so-called target 3.4, which strives to reduce premature deaths from non-communicable diseases (NCDs) by 30% by 2030. In order for this to be achieved, more needs to be done to increase availability and affordability of life-saving medicines. In the case of diabetes, access to insulin is crucial, but there are huge inequalities worldwide with regards to accessing it.Around 100 years after the insulin hormone was discovered, the Global Report On Diabetes shows that essential diabetes medicines and technologies, including insulin, needed for treatment are generally available in only one in three of the worlds poorest countries, points out Dr Etienne Krug, director of WHOs Department For The Management of NCDs, Disability, Violence and Injury Prevention.To beat diabetes and make the World Health Days slogan become a reality, countries still have a long way to go.last_img read more

IMD has also issued a yellow alert for Thiruvananthapuram, Kottayam, Ernakulam, Pathanamthitta, Kollam, Alappuzha, Thrissur and Palakkad.The heavy rains have lashed several parts of the state and many different parts of Kannur is still flooded. Three people have been reported to be dead from Kannur, Pathanamthitta and Kollam districts and several people are also missing from various districts due to the rain. Many rescue camps have been opened at the areas affected by the rain.Several fishermen have also gone missing after they set out from Vizhinjam and Shaktikulnagara in Kollam and the coastal police are trying to locate them. Helicopters have also been deployed to trace the missing fishermen. The locals have protested against the police claiming that no actions were taken by the authorities over the missing fishermen.In the wake of heavy downpour in the catchment area, the government has opened one shutter of Kallarkutty Dam in Idukki district as the water level has reached 2307.12 ft due to the south-west monsoon which continues to intensify. The IMD has predicted over 20 cm of rainfall between July 19-22 in the state. Kannur floodTwitterTwo shutters of the Malankara dam was opened on Friday and more shutters are also expected to open due to the high intensity of the rain.
